In 1995, I,
Lloyd Sewell was advised by London Borough of Hillingdon, my Local Authority to approach West London Training & Enterprise Council (WLTEC), for assistance with starting my business project.
However instead, the Chief Executive of West London Training & Enterprise Council,
Statement of Case No: 1 :: Dr Phil Blackburn - Former Chief Executive: West London Training and Enterprise Council :: 1997,
stole my business and obtained £1.76(m) in 1997, from the
Government Office for London
and developed my business project for themselves.
As well as attempting to bring the matter before the courts at my own expence and to my detriment,
in 2005, I wrote to Prime Minister, Tony Blair,
When Mr Gordon Brown became prime minister and dues to many speeches about a "New Tone of Government and Inclusion and Participation," I subsequently brought the matter to his attention by letter in 2007 and again in 2008;
The prime minister's office has informed me by letter that they have passed the details of my complaint, including my documents, to
the Department for Business, Enterprise and Regulatory Reform
created after Gordon Brown became Prime Minister in 2007,
is committed to increased investment in learning and skills thus securing a prosperous future for UK businesses.
Mr Gordon Brown has repeatedly used the phrases, "inclusion and participation, getting people out of poverty, getting people back to work" - presumably all these options are available
if you are not black!!!.

First Letter from Jeff Taylor, 1995
Business Development Manager of West London Training & Enterprise Council promised assistance if I gave them (WLTEC), a copy of my Business Plans.
In order to get the required help that was promised, I handed over to Jeff Taylor a copy of my business plans and other documents outlining in detail, the concept of my business project.
WLTEC provided some financial support, but not all that was promised, when I questioned the lack
of full support, Dr Phil Blackburn
